      Dear Friend:
       
      With
      encouragement from many people throughout the Chuckatuck Borough and the
      City, I have decided to run for reelection to Suffolk City Council. 
      During my tenure on Council, 
      remarkable progress has been made in Suffolk and I want to
      "CONTINUE THE PROGRESS." 
       
      Beginning the first campaign for Council, I wrote a letter saying Suffolk
      was at the proverbial "fork in the road."  I suggested we
      put in place the mechanisms to take the "road less
      traveled"…the road of managed growth, the road of improved
      educational opportunities, and the road of aggressive economic
      development. 
       
      You elected me to city council and we took the road less traveled. 
      We put in place mechanism to manage growth, improve education and bring
      new jobs and capital investment to our City.  It was not
      easy…nothing of great value ever is…but we were successful. 
       
      We have a nationally acclaimed Comprehensive Land Use Plan and ordinance
      giving us a blueprint for future development.  We have new schools,
      competitive teacher salaries and dramatically improved SOL scores. 
      We have produced 3700 new jobs and $330 million dollars in capital
      investment in our City.  And, we have turned a decaying "tax
      dollar using" central business district around and it's fast becoming
      the "tax generating economic engine" it can and should be. 
       
      Much has been done to protect our quality of life, improve our schools and
      to increase our tax revenue through economic development…but there is
      much more to be done.  We have made great strides in Parks and
      Recreation with our new Master Plan…but there is much more to be done. 
      A reliable, long term water supply is critical to our prosperity and as
      Chairman of the Western Tidewater Water Authority, I am working to that
      end…but there is much more to be done.  We have plans for new
      libraries and public safety buildings…but there is much more to be done. 
       
      Together, we can "CONTINUE THE PROGRESS." Your financial help is
      critical to getting our message to voters - please send a contribution
      today. We also need you in our campaign - tell us how you will help by
      returning the enclosed card.  And most importantly, tell us what you
      want to see done in the next four years. Thank you for your support…in
